| Current Special Reports Led by Working Group II |
At the 29th session of the Panel (31 August - 4 September 2008 • Geneva, Switzerland), Norway introduced a proposal, prepared in collaboration with the UN International Strategy for Disaster Reduction (ISDR), for a Special Report on extreme events and disasters, with an emphasis on risk management. The Panel agreed to further develop the concept. It also requested that the Norwegian delegation revise its proposal for further consideration by the Bureau. At the 38th session of the IPCC Bureau (24-25 November 2008 • Geneva, Switzerland), a revised proposal (72KB) was presented. The Bureau requested that Working Group II take the lead on organizing a scoping meeting, in collaboration with Working Group I, which was conducted 23-26 March 2009 (hosted by the Norwegian Pollution Control Authority in Oslo, Norway).
A Scoping Paper describing process and objectives, and providing an annotated outline of the proposed Special Report, was distributed in advance of the 39th session of the Bureau and the following 30th session of the IPCC (20-23 April 2009 • Antalya, Turkey). The document was discussed at length at the Bureau and Panel sessions, and a decision (see press release, 32KB) was taken on 23 April 2009 to prepare the Special Report, following IPCC procedures and with the involvement of ISDR. It was further decided that Working Group II oversee preparation of the assessment. Click here for more detail regarding the Scoping Meeting.
A call for Lead Author and Review Editor nominations was issued to Governments (72KB) and Observer Organizations (72 KB) on 25 May 2009, with nominations packages accepted through 27 July 2009. A Science Steering Group (SSG) - which included membership of the IPCC Working Groups I and II communities, and researchers and practitioners representing experts in disaster preparedness and risk management - had the task of evaluating Government and Observer Organization inputs in order to achieve the necessary disciplinary, gender, and regional balance required to undertake a comprehensive assessment.
The Working Group I and II Bureaus concurred with SSG recommendations on writing team compositions, with slight augmentation (based on both acceptance/regrets and identified disciplinary or regional gaps).
Coordinating Lead Authors, Lead Authors, and Review Editors were notified of their appointments on 10 September 2009. The first Lead Authors Meeting was held at the Smithsonian Tropical Research Institute (Panama City, Panama), 9-12 November 2009. The Second Lead Authors Meeting was held at the Vietnam National University (Hanoi, Vietnam), 22-25 March 2010. Review Editors became engaged in the assessment process just prior to the Expert Review (26 July - 20 September 2010) and will assist author teams in consideration of collected comments at the Third Lead Authors Meeting to be held at WMO Headquarters (Geneva, Switzerland), 25-28 October 2010.
